Reporting to a Senior workforce consultant and serving as a key member of OMEP’s workforce team, this position supports the tactical and operational execution of OMEP’s internal and external human resources functions. The HR Generalist must demonstrate strong knowledge across all areas of HR including compliance, employee relations, benefits administration, and performance management. This position requires exceptional attention to detail, initiative, sound judgement, and the ability to manage multiple priorities in a fast-paced environment.

Essential Duties and Responsibilities
- Assist in administrating day-to-day HR operations, ensuring compliance with federal, state (Oregon), and local employment laws.
- Serve as part of OMEP’s internal subject matter resource team on Oregon leave laws, including OFLA, Paid Leave Oregon, FMLA, and ADA-related leave accommodations.
- Conduct full leave administration process including eligibility determination, required notices, documentation, tracking, and return-to-work coordination.
- Partner with workforce team to ensure workforce continuity and appropriate documentation during internal and external leave events.
- Maintain accurate and confidential employee records in HRIS and personnel files.
- Assist in managing full-cycle recruiting including job postings, sourcing, applicant screening, interview coordination, reference checks, and offer preparation.
- Partner with hiring managers to define position requirements and support equitable and compliant hiring practices.
- Coordinate onboarding processes to ensure a positive and organized new hire experience.
- Assist in providing guidance to managers and employees on HR policies, procedures, and best practices.
- Support performance management processes including documentation, coaching support, and annual review coordination.
- Assist with benefits administration including enrollments, changes, and open enrollment coordination.
- Support payroll coordination and ensure accurate documentation related to employee changes.
- Assist in the development, documentation, and continuous improvement of HR processes, templates, and standard work.
- Support internal audits, reporting requirements, and compliance documentation.
- Ensure HR-related invoices, timesheets (if applicable), and documentation are completed accurately and in accordance with OMEP’s processes and standards of conduct.
Qualifications
- Relevant bachelor’s degree or equivalent combination of education and experience.
- Minimum of 3 years of progressive HR experience.
- Demonstrated expertise administering Oregon leave laws, including OFLA and Paid Leave Oregon.
- Experience managing full-cycle recruiting processes.
- Strong knowledge of employment law compliance and HR best practices.
- Exceptional organizational skills and high attention to detail.
- Strong verbal and written communication skills.
- Ability to handle sensitive and confidential information with discretion.
- Confident and professional in interactions with all organizational levels.
- Effectively collaborates with internal staff and leadership.
- Proficient with Microsoft 365; experience with HRIS and applicant tracking systems required.
- History of staying current on workforce trends.
- Ability to travel throughout Oregon
- HR certification (PHR, SHRM-CP, or similar) is preferred.
